ISO 20022 and CBPR+: The New Standard for Cross-Border Payments

What ISO 20022 actually is

ISO 20022 is an open, international standard for financial messaging. Its advantage is not speed by itself; it is structured, richer data. Legacy formats such as SWIFT MT messages pack limited, loosely structured information into short fields. ISO 20022 messages carry detailed, clearly labeled data (who is paying whom, why, and with what reference) that machines can read and reconcile without a human decoding a free-text field. That richer data is what makes automation, sanctions screening, and straight-through processing work at scale.

CBPR+ and the move off legacy messages

A standard only helps if everyone uses it the same way. CBPR+, short for Cross-Border Payments and Reporting Plus, is the set of usage guidelines that defines exactly how ISO 20022 messages should be structured for cross-border payments and reporting across the SWIFT network, so a message one bank sends is understood the same way by the bank that receives it. SWIFT has been retiring legacy MT payment messages in favor of ISO 20022 on a multi-year migration, pushing the whole correspondent-banking network toward the richer format.

The G20 roadmap and harmonised data

The bigger driver is policy. Cross-border payments are a priority of the G20, whose roadmap targets faster, cheaper, more transparent, and more inclusive transfers. Standardization is central to that goal, because inconsistent use of ISO 20022 would waste its benefits. In October 2023 the BIS Committee on Payments and Market Infrastructures published harmonised ISO 20022 data requirements for cross-border payments, described as a key deliverable of the G20 programme. The report defines 12 harmonised data requirements and asks market participants to adopt them by the end of 2027. The goal is a common minimum data standard end to end, not just a shared file format.

Interlinking payment systems: Project Nexus

A common message format also makes it feasible to connect national instant-payment systems directly. The BIS Innovation Hub’s Project Nexus aims to interlink domestic instant-payment systems so a payment can cross a border as quickly as it moves at home. Its founding participants are the central banks and operators of five Southeast Asian economies: Indonesia, Malaysia, the Philippines, Singapore, and Thailand. ISO 20022 is the messaging backbone that lets those different systems understand each other.

Where XRP and distributed ledgers come in

This is where digital-asset infrastructure enters the conversation, and where it pays to separate technology from promotion. Ripple, whose business is built around cross-border payments, joined the ISO 20022 standards body and describes itself as its first member focused on distributed-ledger technology; it calls ISO 20022 the de facto global data standard for modern payments. Because Ripple is an interested party, treat that framing as its position rather than a neutral verdict. On the developer side, the XRP Ledger community has published an interoperability project that converts ISO 20022 instructions (such as pain.001 files) into ledger transactions and back into camt.054 reports, so existing accounting systems can settle on-ledger without understanding crypto directly. Whether that plumbing gets adopted at scale is a separate, open question from any claim about token value.
