Most stablecoin coverage is about issuance and reserves. Project Pax is about the harder, less glamorous problem: how a stablecoin actually gets from a bank in one country to a bank in another without forcing everyone onto a single new network. Its answer is to slot stablecoin settlement underneath the messaging rails banks already use, rather than replacing them.

What Project Pax is

According to the Progmat and Datachain announcement, Project Pax was unveiled on 5 September 2024 as a platform for cross-border stablecoin transfers. Progmat provides the digital-asset infrastructure and its “Progmat Coin” framework for issuing compliant stablecoins across multiple blockchains. Datachain provides the interoperability technology that lets value move between those chains. The name comes from the Latin for “peace,” a nod to the goal of smoother global payments.

How the technology works

The design choice that makes Project Pax interesting is that it does not ask banks to abandon their existing plumbing. When a sending bank initiates a transfer, it issues the instruction through Swift’s existing API framework, the same operational process its staff already know. Behind that instruction, the settlement happens on-chain. The Cosmos technical explainer describes IBC as the core interoperability layer, with Datachain’s Light Client Proxy (LCP) middleware providing gas-efficient cross-chain verification. Because Progmat can support issuance on more than one blockchain, the platform aims to settle wherever institutions already operate rather than mandating a single chain.

The Japan-South Korea proof of concept

Project Pax moved from concept to test across 2025. In February 2025, Progmat and Datachain signed a memorandum of understanding with South Korean partners, including Fair Square Lab and Korea Digital Asset Custody, to run a proof of concept connecting stablecoin remittance infrastructure between Japan and South Korea.

That test then produced a concrete result. As reported by the Korea Herald, K bank said in mid-September 2025 that it had completed the first phase of verification. The process converted South Korean won into a stablecoin, moved it over blockchain, and reconverted it into Japanese yen, demonstrating that the flow could run faster and cheaper than traditional cross-border transfers and integrate with existing bank systems. Korean participants included K bank, Shinhan Bank, and Nonghyup Bank; the Japanese side included Shoko Chukin Bank, Progmat, and Datachain. The reported next phase targets real-time interoperability with Swift and payment-versus-payment settlement.

Why Japan is a sensible place for this

Japan is one of the few major economies with a working legal framework for regulated stablecoins, issued through banks and trust structures under its payment-services regime. That regulatory clarity is why a bank-grade project like this can run with named institutions rather than staying in a sandbox. Progmat itself grew out of Japan’s megabank ecosystem, which is part of why it can convene banks on both sides of a corridor.

Where it fits in the bigger picture

Project Pax is a practical instance of the direction global standard-setters have been describing. The Bank for International Settlements 2023 report laid out a blueprint for tokenising money and assets on shared ledgers, and much of the institutional stablecoin conversation is about making tokenised settlement work without fragmenting liquidity. In the United States, the commodity-market side of digital-asset regulation is covered by the CFTC’s digital assets resources. Project Pax is one attempt to make the settlement layer real across two specific jurisdictions.

Why this matters

The signal here is architectural, not speculative. Project Pax suggests that regulated stablecoins may enter the banking system as a settlement mechanism hidden behind familiar Swift instructions, rather than as consumer tokens people hold directly. For institutions, that lowers the adoption barrier: the front-office process barely changes while the back-office settlement gets faster. None of this is a statement about the price or investment merit of any stablecoin or token.
