Ripple’s Luxembourg Licenses: What MiCA/CASP and the EMI License Actually Cover

Ripple secured a preliminary Crypto-Asset Service Provider license under the EU’s Markets in Crypto-Assets regulation, followed by a full Electronic Money Institution license in Luxembourg. Together, these two licenses let Ripple operate its payments and crypto services within the EU under a regulatory framework rather than relying on licenses from individual member states or operating in a gray area.

Two Different Licenses, Two Different Jobs

It’s worth separating what each license actually authorizes. The MiCA CASP license governs crypto-asset services specifically, custody, exchange, and related activities under the EU’s new crypto framework. The EMI license is older and separate: it allows a company to issue electronic money and provide payment services, the kind of authorization traditional payment processors need. Ripple holding both means it can operate on both the crypto-asset side and the traditional payments side of its business within the EU under one regulatory home base.

Why Luxembourg and Why This Matters for Payments

Choosing Luxembourg as a regulatory home isn’t unusual for financial firms operating across the EU; regulatory approval in one EU member state can, depending on the license type, extend across the broader European Economic Area through passporting. For a payments company, this reduces the number of separate national approvals needed to serve EU customers with dollar-to-euro or dollar-to-pound conversion and settlement.

What This Doesn’t Tell You

Licensing is a regulatory and operational milestone. It’s not evidence of transaction volume, customer adoption, or how much of Ripple’s EU business actually runs through XRP versus traditional rails. Be careful not to turn “Ripple is licensed to operate payments in the EU” into “XRP is being widely adopted across Luxembourg,” which isn’t what either announcement claims.
